The history of AS Tartu Mill (Ltd.) as an enterprise starts from 1941 when Tartu Elevaator (reservoir) was built on the present territory. Elevaator was the highest building (42m) in Estonia in 1941 and it held 8 000 tons of grain. The war started. The newly built reservoir was soon used by German occupation authorities. A mill was constructed near the Elevaator which produced flour for the army. Under the grain towers a bomb shelter and the armys wine cellar were constructed.
In August 1944, the retreating German armies blew up the pillars underneath the reservoir. Ferro-concrete grain silos were not destroyed but they were left leaning on the same row of posts together with the base platform while being bent 45?. The facilities of Elevaator were built by the German prisoners of war according to Pokrovski and Epstein projects. Elevaator was erected in spring-summer of 1947 with the help of powerful hydraulic lifting jacks. In 1961, a small wheat flour mill was built near the reservoir which was made into a grains purification facility when the new rye flour mill was built.
In June 1972, an additional facility to the reservoir was built which also holds 8 000 tons of grains. The largest active rye flour mill in Estonia was constructed by 1985.
In 1994, the cooperative Tartu Viljasalv privitized the mill, reservoir and storehouses of Tartu Viljasalv from the state.
In 2000, the cooperative founded AS Tartu Veski (public limited company) and the stocks were sold to German enterprises. On the initiative of the named enterprises and with the help of their finances, the rye flour mill and the storehouse for packed grain were reconstructed and a new wheat flour mill was built which was finished in May 2002.
In 2001, OÜ Veskimehed (private limited company) which is based on Estonian capital acquired 50% of the stocks of AS Tartu Veski.
In 2006 rye flour mill was fully renovated (newest equipment from Bühler). Also was built new and powerful in-take hole for trucks (200 tons/per hour)
